The
Sheff v. O'Neill lawsuit was filed fourteen years ago, when plaintiff Milo
Sheff was in the fourth grade. On January 22, 2003, the parties involved agreed on a four-year plan, which
the General Assembly approved on February 25th. In
1989, Milo was a student in the Hartford school system, but the issues raised
in the case –segregation, racial and ethnic isolation, and the quality of
education in urban schools – apply to the entire state. What progress has
been made? What is the plan until 2007? Following is a list of print and
electronic resources for those interested in Sheff v. O'Neill, equal
educational opportunity, and school finance.

Civil Liberties Union
The American Civil
Liberties Union (ACLU) describes itself as the "nation's guardian of liberty,
working daily in courts, legislatures and communities to defend and preserve
the individual rights and liberties guaranteed to all people in this country
by the Constitution and laws of the United States."
The ACLU, employing
educational equity litigation as a strategy for achieving educational reform,
is involved in the Sheff v. O'Neill case.
The
Connecticut
Civil Liberties Union,
located at 32 Grand
Street in Hartford, is an ACLU affiliate.
The Civil Rights Project Harvard University
The mission of the Civil Rights Project at Harvard University is to help renew
the civil rights movement by bridging the worlds of ideas and action and by

This is a summary of the state Supreme Court's Sheff v. O'Neill majority
decision, the concurring opinion, and the minority's dissent written at the
Office of Legislative Research.
Public
Act No. 97-290
"An Act Enhancing
Educational Choices And Opportunities" took effect July 1, 1997 – "…in order
to reduce racial, ethnic and economic isolation, each school district shall
provide educational opportunities for its students to interact with students
and teachers from other racial, ethnic, and economic backgrounds and may
provide such opportunities with students from other communities…"
Sheff
v. O'Neill Memorandum of Decision
(1999) In March 1998, the
plaintiffs went back to court to argue that the State of Connecticut had "not
done enough fast enough" to address the racial imbalance in Hartford schools.
