In 2005, the city of Kalamazoo, Michigan, began an unprecedented experiment in education and economic development that guarantees full college scholarships to potentially every graduate of the public school system. As a result, school enrollment and graduation rates are rising. The school population is becoming more racially integrated, and there has been a significant impact on the economy. The Connecticut State Legislature is currently considering a bill that would create a similar program called Connecticut Promise Zones.
