Unattended Children in Library Policy

The Hartford Public Library is dedicated to providing a welcoming environment that encourages children of all ages to use and enjoy the library, collections, computers and programs offered.

Library staff is available to assist and support children in using the Library.

In accordance with CT State Law, 53-21 a-c, any child under the age of 12 should have a responsible family member or caregiver in the building while the child is using the library.

As a public institution, open to many people, Library staff cannot guarantee the safety of children who are left unattended in library premises. Library staff do not serve in the place of a parent. Parents/guardians/caregivers or older family members over the age of 12 are responsible for the safety and behavior of their children/siblings. At all times, parents/guardians/caregivers or older family members are asked to remain in the immediate vicinity of their children/siblings using the library and maintain eye contact. Children who are younger than 12 and are found to be alone in the library may be allowed to stay dependent upon their behavior and the judgement of library staff. Library staff will try to contact the parents/guardians/caregivers of the child if they are asked to leave or if the child is unattended at closing. If no one can be contacted or found, Library staff will contact the Hartford Police Department.

This policy will be modified at the Boundless@Rawson location as school protocols regarding student oversight will be in force during school hours. This policy will be in force at those times when HPL is solely responsible for library use.
